6. Can runners lead off and steal bases?

Runners may lead off and steal bases depending on their division as shown in the following table:

Note (1): For a lead off, runners may not leave the base until the ball leaves the pitchers hand.

Note (2): Runners that lead off early will be called out by the umpire. Runners may also be put out with a pick off attempt from the catcher.

Note (3): Runners may only steal one base per pitch. Runners may not steal home plate. However, runners may be awarded home plate if initially on 3rd base when a pick off attempt goes out-of-play. Runners may steal one base on a dropped third strike and on ball four. Runners may not steal when the manager or designee is pitching.

Sliding is optional. All players will be taught the sliding technique to prevent injury and to protect the defensive player, but each base runner will decide when they will slide. If a player chooses not to slide, then contact with the defensive player(s) must be avoided.
